I agree, the Waffen SS had the Erbsenmuster which was patented and pretty much designed for them while the Wehrmacht had the Splittertarnmuster which was more simple and geometric, but look at the collar on the uniform underneath the camouflage smock. It has what it looks like the litzen or collar patch characteristic of the Wehrmacht soldiers/enlisted; Waffen SS had collar tabs with the SS logo and the rank instead.

Unless of course the artist already knew this and used the Wehrmacht litzen to not get his image downvote bombed, which is fine.
