Neither of them are canon to each other. They’re different shows. Just like the IDW comics aren’t canon to either show.
 
A “canon” is decided entirely by the owner of the IP and includes only the things they explicitly state form a coherent continuity. It doesn’t include everything an author/artist creates by default. It doesn’t include all works using certain characters or setting. If the owner says two things are part of a continuity, then they form a canon.
 
This is why EqG is canon to FiM. The owners said so.
 
This is a matter of objective fact. Not opinion. Doesn’t matter what theory or evidence you bring up. The only thing that matters is what the owner says.
 
You’re free to develop your own headcanon. Including one that disagrees with canon. Draw whatever you like. Write whatever you like. But when it comes to questions of “is this canon?” there is an objective right and wrong answer.
 
Pony Life forms its own canon. Doesn’t matter what your opinions or feelings on that matter are. That canon is separate from G4’s canon. Regardless of anyone’s feelings. Neither of these things has any impact on how good or not good either thing is.
 
I swear, people keep trying to overcomplicate what canon is. They try to make an argument that a thing being canon (to G4) somehow makes it better or worse than non-canon stuff. Do you like some other, non-pony show like Star Wars or Adventure Time? Neither of those are part of MLP:FiM’s canon. Does that make them better or worse? No.
 
Remember that whenever someone brings up “canon” in a discussion.

There are a lot of examples that show this isn’t canon. Twilight hasn’t taken over as queen of equestria and Rainbow isn’t a wonderbolt.

I rather see this as a alternate universe.  
I mean, THIS is not how Ponyville or any place outside of Pinkie Pie’s mind looks like.  
 
I’m starting to believe in this universe Discord succeeded taking over the world and everypony is just okay with it.

I mean. It’s an entirely different show with a distinct continuity, obviously it’s not canon. Friendship is Magic isn’t canon to the G3 shows, either. I’m not certain how this is even a point of debate.

My headcanon: Pony Life is actually an in-universe cartoon series meant to entertain young colts and fillies.

To FIM? No. To Pony Life? Yes.

It takes place in an alternate universe… Who cares if it’s canon or not?

Who’s watching Pony Life expecting it to share the same continuity as FiM?

The thing is, most bronies say Pony Life is “not canon”, but not because they hate it. In truth, they say it because it’s a spinoff show set in a different universe. Hence, it doesn’t really have all that much in common with FiM.

Canon for what? Friendship is Magic? Obviously not. We’ve known there’s a pony multiverse ever since Equestria Girls. Pony Life takes place in one of the more bizarre worlds out there.
