I agree with everything you mention here!  
The only thing I am confused about is the choice of swimsuit, as I would think Luna would prefer a darker one (a white swimsuit would suit Celestia a bit more, I think).  
Other than that, this is a beautifully drawn picture. Water effects are frequently found on suggestive or explicit pictures (which I guess you may not know of), but here it doesn’t come off as suggestive as much. And I kind of like that

Wow, what an amazing looking anthro Luna! With the way it was drawn, I would say it is ‘mildly suggestive’, though it doesn’t go far enough with it for the mods to label this as truly suggestive and therefore get it hidden with the default filter. Frankly, that is quite an accomplishment, considering how most anthro swimsuit pics are suggestive and mods aren’t lenient at all when it comes to spoiler tags here. So great job on this picture!
