It says “for quite a long time” meaning it would happen eventually.
What this DOES say is that Hasbro DIDN’T tell IDW (specifically the people making the official tie-in comic) that they plan on making Twilight an Alicorn, Princess, or both. Hasbro would have known long in advance (the episode would have been pitched well over a year ago) and if they, say, wanted IDW to do a comic story involving Princess Twilight they would have told them well in advance.
This could simply mean that Hasbro sucks at “syncing up” their entertainment properties, but it is interesting to think about.
