For this image it’s probably because Fluttershy is blushing. And maybe there’s a reason outside of this image like the artist said it was shipping or normally draws art shipping these two or something like that.

Why is it that if any two characters are randomly in an image suddenly the shipping tag is added? That makes no sense in this case the description doesn’t mention anything about shipping, they aren’t hugging or kissing either they’re just in the same picture. Nothing here conveys that these two are being shipped together.
