Pretty much. He’s the type who likes to put himself on top of the proverbial totem pole when it comes to other people. That could either mean being sneaky and charming, or literally devouring the top dog and assuming their position until they feel like playing along.
 
Although it doesn’t seem like Fluttershy needed much convincing.
