They also did a lot of other things that alienated fans. Zordon and Alpha 5 were replaced with Dimitria and Alpha 6 (with a new catch phrase and obnoxious personality). Ernie was gone. Bulk and Skull were turned into monkeys. And there was of course Justin, who almost no one liked.
 
And yeah, I know that Ernie’s actor retired and the actors for Bulk & Skull were busy on a new series that starred Bulk & Skulk working for a hotel (which was cancelled before it aired, only a pilot was made and then never broadcast). But the thing is people hate a lot of changes at the same time. I did too but I stuck with the series anyway.
 
It probably would have helped if Rita and Zedd had returned as they had planned (as villains in addition to Divatox) but something happened with that too behind the scenes.

From what I heard turbo had a troubled production.As the sentai they were adapting was more of a parody and half of the waiting staff wanted to be more serious while the other half wanted to embrace the goofiness of the Sentai. Although RPM was also based on a goofy sentai and that ended up being one of the darkest in the series

It’s more like Tommy wasn’t good enough to save Turbo and Judd Lynn did an amazing job with In Space. Tommy was barely in Turbo anyway. Jason David Frank (Tommy’s actor) was going through a phase at the time where he was sick of the franchise and wanted to leave. So in many of those Turbo episodes he was often seen racing with the use of stock footage and just did the minimum of screen appearance.

According to linkara the ratings got better after him and the other rangers left. And even then only for one more season in space was planned to be the last that because the ratings one much better than turbo they decide to continue

Hes a legend that’s why. Back in the 90s if not for him? Power rangers would have gotten cancelled after Turbo was over.
