I think she’s AzN, ethnically. As for the way she talks, that accent is the “Transatlantic” accent taught at posh boarding schools between the World Wars, which you don’t hear any more because it fell out of fashion after the war. But watch an old movie with Cary Grant. Or any old interview with William F. Buckley or George Plimpton. It’s a way rich WASP guys from eighty years ago talked, to show that they were rich WASP guys.
