If she really is their offspring(I lean toward yes, myself, but if she’s not, she’s not), my theory is that they gave her the room to make her own decisions regarding friendship as she grew up, rather than forcing the curriculum on her. Then, upon her enrollment in the School for Gifted Unicorns, they likely banked on Twilight inevitably pushing her in the right direction.
 
But that’s just me.
