maybe the winds are to high
It’s hard to tell if that’s a telecom line or a transmission line. Could be either. Electricity DOES flow through “telephone” lines, though. I believe they have an 8V potential in North America.

She’ll be fine as long as she doesn’t ground herself or touch another line. That’s how the birds don’t get fried.
