Maybe this is how Celestia exists as a mortal human being in EQG’s world. She actually just momlestia’s herself every few years and when one dies the other assumes her role. The real question is why no one’s suspicious of this.
 
Or maybe she actually IS still immortal in this world because she’s connected to the magic mirror thing, and she actually just keeps /pretending/ to be her own child and roleplays as a young teen daughter every now and then to basically assume the role of herself, but pretend that the “previous” her is actually getting old and “retires” to leave her daughter in charge. So this facade would mean Principle Celestia is probably known as “Celestia jr the third”, or the fourth, or fifth, and so on, even though she’s secretly the same person. She just keeps up the lie by never being seen at the same time as her “child”.
 
Or perhaps this is actually a sign of there being even MORE worlds in the multiverse that are connected, and this younger version of Celestia from a THIRD universe is sneaking around in the EQG universe to do who knows what, for whatever kind of adventure she’s having, before returning to her own world.
 
Or you know, maybe it’s just a completely unimportant joke the animators made and it means nothing.

It’s hard to tell if she’s shorter than Celestia. That can be explained with perspective or simply animation negligence.  
The hair length is also no indicative. It’s tied up and it’s not like Celestia couldn’t have a shorter hairstyle in this moment. Pinkie Pie herself has had shorter hair in other shorts.  
The meaning of the mark on her cap is also very vague.
 
If anything, the way her lips are modeled are more of an indicative of her age than the vague things people are using to make assumptions.
 
I simply think it’s unlikely that they would make a character model so much like Celestia just to be a different character. Even if she was supposed to be Celestia’s daughter which is kind of ridiculous, they wouldn’t make her look like an exact copy of Celestia like this.
 
To me, assuming that this is not Celestia is ridiculous.
