The SVG has the flipchart and Silverstream’s arms on separate layers, as to make it easier to put things onto the flipchart.
Original files (in this case, the SVG) can be downloaded from derpibooru with the links “Download” or “DS” in the bar above the image.
As for Photoshop: I have no idea what kind of formats it can open, though I assume that Illustrator can most likely deal with SVGs.
Though for anyone who wants to open SVGs: inkscape.org; it’s free (as in freedom), free (as in you don’t have to pay a $500/month subscription fee) and only takes ~500MiB on the harddrive

If you don’t mind the flipchart being somewhat cut-off at the bottom: the SVG file for this has three layers, so you can extract just the flipchart from it, when using inkscape.

and i use photoshop not inkscape
