I think he’s trying to imply that, without actually stating it outright. It makes his story flow better, and he is an orphan, but I don’t think the Storm King was responsible.

They’re just the kind of people who think they’re always in control, because it’s an affront to their ego to believe otherwise. I figure she simply assumes that if Capper did betray her, she could easily deal with it. Note she’s keeping a firm hand on her staff at all times while he’s around.
 
They’re also the kind of people who LOVE to talk, so she needs someone she can lounge around her evil lair with. Otherwise she would just end up expositing to herself. That never looks good.

Is Capper implying that the Storm King killed his family?

Based off her backstory, and the precedence set with Discord, I get the impression that Eris is less ‘completely evil’ and more ‘secretly wants friends, even if she doesn’t know it herself’.

You know, for someone as treacherous and cynical as Eris, she’s falling for Capper’s blarney pretty easily here. Why do so many bad people in both fiction and RL always take it for granted that they can trust someone who as good as says “I’ll betray you as soon as it becomes convenient”?
