Fluttershy’s never actually used The Stare on Discord. She threatened to at the start of “Keep Calm and Flutter On”, but Discord just laughed it off. Fluttershy then found a far more effective way to bring him around.

I think the big problem is, as noted, he’s very hard to actually hit with a spell. Given Tirek knows him and Discord made the effort to dodge that blast I’d expect Tirek’s attack would have done something, but Discord avoided it with contemptuous ease.
 
Add that to the fact that if Discord can see you he can turn you into tiramisu, and you have someone who’s very hard to fight.
 
Admittedly prior to Luna’s blast he outright states that he has the ability to keep Luna out of his head, so he has some defenses against mind spells. Still, a bit like Superman it’s clearly a area where theoretically a somewhat common form of attack could prove effective on an otherwise invulnerable being.

I feel like Luna knocking him out only worked because he actually wanted to sleep; you’d think the Princess of Dreams would have tried that first thing back in the old days when they were fighting Discord. In general, the fact that the princesses tried to fight him off for some time (we don’t know how much) and eventually had to turn to the Elements of Harmony, which they implied they had to search for, suggests that Discord isn’t actually vulnerable to anything simple and easy. (And Twilight had no idea if reform spells would work or not; Twilight was also very confident in her spell that would “fix everything” when Discord first appeared, and it didn’t do anything. Twilight’s always confident in her solutions, whether they’re really going to work or not.)
 
But that doesn’t mean he’s invulnerable to mind control, and Starlight is probably top notch for ponies in that particular area, at least if you don’t count Sombra. So yeah, that might well be an exploitable weakness.

If either one goes up against the other with intent to permanently disable, and the other one doesn’t see it coming, the one with the element of surprise wins. Starlight’s smart enough to think of strategies that use Discord’s weaknesses against him; Discord’s smart enough to do something like pre-emptively remove Starlight’s horn or turn her into a creature that can’t channel magic. However, as they are allies, this is unlikely outside of an AU.
 
Yeah, this. Honestly Discord’s major weakness has already been revealed. As you said, Twilight was confident a reform spell would work, and Luna once knocked him out with a sleep spell. He’s vunerable to mind control spells.
 
Starlight knows mind control spells.  

 
But in fairness, if Discord sees her coming she’s not going to lay a single hoof on him. He could just dematerialise, turn invisible, hell, he could turn her into chocolate fondue if he wanted. Anything Starlight could do to him requires him to have a physical body to effect, which is purely optional for him.

I strongly suspect that it absolutely depends on why they’re fighting, what they’re fighting over, and their respective strategies.
 
Discord is powerful enough to toss the sun and the moon around in the sky and remove a unicorn’s horn painlessly, but he has weaknesses. The Elements of Harmony are the obvious biggie, and then there’s also tatzlwurm venom, the Changelings’ anti-magic stone, and an overabundance of order. On the other hand, he can turn his head into a balloon, so he plainly doesn’t have the biological limits a pony does. Starlight will suffocate if she has no air; there’s no evidence Discord actually needs air, considering that he turns himself into inanimate objects frequently.

If they’re fighting each other because they’ve been pushing buttons, the one who gets the maddest probably wins the greatest victory, because Starlight’s power is amplified by rage and Discord just doesn’t take anyone seriously, until he does. Discord taking Starlight seriously would probably be very bad for her, but she’d have to actually harm him for him to decide to do that.
 
In terms of raw power, I think it’s definitely the case that Discord has more. In terms of knowing how to fight someone more powerful than you, Starlight’s proven herself a match for an alicorn. So either one could beat the other depending on exactly how the fight goes.

That doesn’t make sense… all evidence suggests he becomes more powerful when he creates chaos, not less. Considering that when he created an environment with almost no chaos whatsoever, he nearly died, and it was the chaos of a fight between fillies that supposedly allowed him to break free.
 
He does seem to exist to maintain balance, but by that logic the Tree of Harmony gets less powerful the more harmony there is, and there’s no evidence of that either.

The thing to remember about Discord is that his chaos powers are tied to the balance of harmony in Equestria. Every time he actually uses his powers he literally weakens himself by creating chaos. Because he exists to balance out the harmony inherent to Equestria.
 
If he creates chaos and makes Starlight angry, there’s no guarantee that he has the ability to genuinely counter her. He couldn’t stop her from blasting him out of existence and could only work up the strength to inconvenience her in response.
 
Glimmy is exceptionally powerful. I know this annoys a lot of people because they think it should be Twilight, but anyone who’s been as angry as Starlight knows that rage is a hell of an anaesthetic. She is quite possibly causing herself harm every time she does something Twilight can’t do. Discord is an annoyance in the face of an angry enough Starlight.
