I can’t necessarily blame her for thinking that this OC is based off that Chrysalis/Celestia OC. The OC in this picture has eyes similar to a Changeling and even has a sun Cutie Mark like Celestia. She also has a lot of design traits to Princess Iridescence’s older design.

That being said, she looks completely different now after the design update.
I’m not claiming that it was stolen, just pointing out the similarity. Besides, Lop stopped using that design a while ago. Maybe this person decided to use it for themselves since she had dropped it. Idk.
Really very many similar characters are on the Internet. Some looks like a copies of each other sometimes. But it doesn’t mean that the design was stolen from somewhere. Therefore, there is nothing surprised that some character is looks as other in something
