As much as Delta may be a experienced Free-Diver and born Aquaphilie, even he has times when he wonders just how in Luna’s name he ends up in situations like this?!
Was this part of a bet between him and his fellow lovers of the sea?
Was this the idea of Applejack to help her love strengthen his endurance below the waves?
Was this a part of Princess Luna’s tests to see just how much the brave Ponies guarding her life could take?
Or did his life and career in the military finally catch up to him, resulting in his enemies getting some revenge?
Any and all of these causes could have lead to this outcome he finds himself in, but which is true is up for your interpretation.
Looking at the tightness of those cords and the size of that weight, any of them could easily end the same way for him. Judging by that purple tint on his cheeks, the bubbles passing his pursed lips and the heaving of that athletic chest, we won’t be waiting much longer to see it.
There may still be hope for him, surely somepony knows he’s down here, right?

Knowing his past with Sirens or even Mane-iac, that wouldn’t be too far off xD
You’d think that, but I think using wings tends to become redundant underwater. Their feathers become heavier, they require more effort to flap and co-ordination to flap without pushing in the opposite direction each time would be difficult to say the least.
More useful as a form of short burst speed, to slow down as a “air”-brake or use for general maneuverability through angling.
And let’s face it, it’s a LONG way up to carry that weight
