Yeah, that’s what I mean. They’re not really doing much with their hooves there. But in this case, Derpy is holding something with both hooves, and then holding a third thing with her wing. And it does have to all be held steady if she’s going to read it.  
It always seems a bit freaky when we’re reminded that Pegasi actually have 50% more limbs, and potentially twice the dextrous ones (we dunno much about how front hooves compare to hind hooves), compared to every other race, especially earth ponies (since unicorns have ‘active’ magic to deal with), and counting Alicorns as Pegasi in this context.

Heh, not often we get wings used as EXTRA hands. ‘Wing hands’ is usually done instead of another limb, but here she’s controlling three dextrous limbs at once. (Not that any of us know how they hold stuff with those hooves - my personal choice is ‘inherent pony magic’)
