Queen Novo did had trust issues cause of the Storm King and Tempest’s actions. And it’s really her own fault that Twilight at her breaking point and desperation to save Equestria, had tried to borrow the pearl without asking after Twilight begged Novo for her help but refused to take action cause she was overprotective of her fellow hippogriffs and a coward to face the Storm King.
