No. He was plan to drain all of Equestrian magic while conquering Equestria. And like Lord Tirek, the Storm King was betrayed by some that exists long ago.

Did he though? I mean, he managed to steal all of Discord’s powers and didn’t use any of them…at least not nearly on the same level as Discord himself.
 
Huh? Maybe that’s what he was on about in the season 9 finale when he said that no other creature could control chaos magic.

Some of the scenes in the climax of the movie looks very similar to some of the scenes from Twilight’s Kingdom Part 2.

The difference is that Tirek actually knew how to use the magic he drained. The Storm King didn’t even know that Celestia and Luna’s powers controlled the sun and moon.

One is a conquer of a dozen lands and destroyer of a dozen more. The other is just a schoolyard bully in comparison.

The Storm King conquered many other lands before coming to Equestria. Did Tirek ever get to do that?

I dunno, but I don’t think trying to cram in a bunch of special celebrity guest stars and ignoring basically the entire supporting cast of the actual show helped. Reducing Applejack and Fluttershy to glorified extras doesn’t strike me as a great decision either.

The other Key difference is that one does it in a way that make sense and the other centers around a giant gaping plot hole which the more you think about it, the more nonsensical the movie is and its the stupid staff

The key difference is that one of them has a sense of humour while the other is kinda boring.
