Yeah. Tempest was originally gonna be an alicorn stallion named Cosmos and act as the evil brother of Celestia and Luna and was originally going to be the main villain of the film. However, his role is replaced by the Storm King in the final draft. And also, the Cosmos was finalized as a unicorn mare with a broken horn named Tempest Shadow and the name “Cosmos” is finalized in the four-part story-arc comic titled “Cosmos” who had a different model than the original Cosmos.

Since we didn’t see Tempest in a cloak, we see her in the prelude/prequel to the movie which is entitled as “The Stormy Road to Canterlot.”
