That is usually my second argument. They are different characters that happens to have the same name.
I didn’t. For one, Rarity did love fashion in the G3 toyline and also had a thing for gems (which was Sparkler’s thing in G1 and was carried over to G4 Rarity).
Secondly, even though they may be inspired by characters from earlier generations, the G4 ponies are completely different entities and characters than their previous counterparts. G4’s Applejack isn’t a ditzy silly pony like her G1 counterpart, G4 Twilight is a bookworm with some anxious tendencies and ascended to an alicorn which isn’t anything like her older counterparts, and G4 Fluttershy is a shy Pegasus who takes care of animals while her G3 counterpart was an Earth Pony photographer (her name was a pun on shutterfly) and her G1 counterpart was an Earth Pony gardener. They’ve all got their fair share of differences.
Unless Rarity was a fashionista in G3, then you’ve missed the point. – Rainbow Dash should be the fashionista living in Carousel Boutique. Rarity can be replaced with whoever else that could work as an athletic character.
I like G3 Rainbow Dash but honestly, I think the nickname Dash seems more fitting for an athletic person in my opinion. Rarity’s name still seems fitting for a fashionista. And I’m guessing Faust made Rainbow Dash the athletic one because having two fashionistas would have been redundant.
Pinkie is basically still Pinkie.
Rainbow Dash is into fashion, and G4 has a fashionista.
I’d blame the person who didn’t put the fashionista as the fashionista. There was no limitations here.

Why blame her when Hasbro more or less forced her to use Rainbow Dash and Pinkie Pie? The cast was originally G1 based but Hasbro wanted her to use G3 names and designs.
I would blame Lauren Faust for that. Rainbow Dash was an established character who was into fashion. Lauren Faust wanted to have a character who was a fashionista for G4? How about not using Rainbow Dash, such a great idea >.<
