long story short, every character needs to be copyrighted and not infringe another copyright, also the production costs.
it’s why they also use sound banks you hear since decades on every cartoon, and a lot of elements.

Have to wonder why they didn’t use the other characters they have lying around. They should make an investment to just create a load of “crowd” characters for use in all backgrounds from now on whenever they need crowds.
