In all reality though she could have probably just had Twilight magic her up a ramp or something, or just stay with Fluttershy like Twi_Clown said.

Actually Fluttershy is fairly strong when she wants to be. She once outflew Rainbow while also pulling a hot air ballon (Dash had Pinkie and Rarity tied to her but Flutters had Twi and AJ on the balloon so they cancel out). She also once kicked two large carts fully loaded with trash straight into the air. She even threw Rainbow to the ground and knocked the wind out of her when trying to get out of watching the dragon migration. She doesn’t show it often but she actually is quite strong.

She can ask for help to Fluttershy, either she can give her a temporal home or help her to reach hers. Also, Flutters could bring Tank to Dash so she can still spend time with her turtle….

…..Whatever, spend time with her pet. It’s not like Flutters wouldn’t be kind enough to give Dash a roof with a bed to sleep and bring Tank to the party as well, specially since she and Dash have been friends since the flying camp.

Cloudsdale moves around Equestria; you can’t exactly put it on the ground.  
A cloud city that doesn’t move like Las Pegasus is inhabited by all types of ponies because they can have heavier, more permanent platforms atop the clouds for other ponies to stand on.

“Sorry, Ms. Dash, but your HMO doesn’t cover sky taxis.”

 
And then she would crash into something.

This made me think that Cloudsdale seems kind of bigoted. They have a city in the clouds that only Pegasi can live in, they float above all the others as if to symbolize they’re superior, and they control the weather. :P
