We don’t yet know for sure (and probably never will), but considering what we actually got? I’d say that these were most likely real. Too much lines up. Earth Pony main character? Check. Plot about reuniting the tribes? Check. The different tribes being sequestered to their own worlds? Not in the literal Kingdom Hearts way it would have been in the concept leak’s version of the show, but figuratively yes. Being deeply connected to G4? Yes (though instead of a G4 reboot, we got a distant sequel to G4).

Are these ‘concepts leaks’ official or not? I can’t find a solid yes or no

Yep. I bet Row 4’s designs probably will be the final ones since they fit most of what Meghan and the production team want. While there are some things I don’t like in that style (the ears, how the muzzles look in some angles and Applejack and Fluttershy’s faces), it’s a pretty good style who can be slightly adjusted.

Well, Meghan McCarthy and the production team want body variety and simplicity in the characters. Pretty sure the concept arts we saw until now won’t be used (some of them are good, so that’s a sad thing in a certain point of view). The production team also likes big, expressive eyes and hates furry hooves! Many people probably will love the final result.

One thing that concerns me about G5 is the designs of the characters. A big part of G4’s character design’s appeal was the robust simplicity, which by using a body “base” for the main cast and background ponies, a main character could be more personified by their voice and actions, and a supporting or minor character could be given a unique body shape to help convey personality beyond their limited screentime, and to help them stand out from the crowd. For example, imagine every scene with Princess Celestia, but she has the same body type as every other pony. Not as effective, wouldn’t you agree?  
This works in reverse, if characters are all flashy and have unique designs, then how does a side-character of significant impact stand apart from the other flashy, uniquely designed characters who do nothing at all to further the story? My only guess is that ponies like Celestia will be grossly overdesigned, and I would rather not have that.  
One final thing is that I’m worried about is how G4 characters sometimes use a unique design as a supplement for incomplete character development, and I hope that this does not carry over into G5 in all characters.
 
Truth be told, I’m not sure there’s any way to redesign these characters in a way that will please everyone. There is bound to be something that I will dislike, but that is just me, and I will not complain.
 
TL;DR: Uniquely designed characters are like candy; they can add a burst of flavor, but they can sometimes lack the substance a plain but hearty meal can offer, and if you eat too many at once you’ll get sick. Character > Design

Again, the very same thing happened on Season 3 supposed ending leak hack, they have to work years ahead with new concepts and such, besides most suggest G5 will happen alongside G4.

No, it has nothing to do with Flash support ending. Hasbro was hacked last December. A lot of emails, full episodes, concept art, etc. were leaked. We know that FiM will end with a second movie next year after season 9.

That is not confirmed at all, don’t spread it as absolute truth, for instance there were also countless “leaks” about FiM ending on Season 3… in the end it carried on.
 
The movie had good numbers, the show itself still has good numbers, we’ll only know what will happen by then, the reason mostly why some people think this is because Adobe is ending support for Flash which FiM uses in 2020 but this alone is no reason to end the show.
