Honestly even if she had those Obsidian Orbs, she would be screwed if the royal guards are there.  
As in they would most likely get in the way and get hit by the orbs instead to protect the princesses.  
Tempest would end up running out of orbs to use due to the guards taking the hits instead.
 
I mean, isn’t a guard’s natural thing to do is get infront of the person they are protecting when something is approaching?

Honestly, if Tempest didn’t have the instant-win gas bombs and everypony had behaved less stupidly, I don’t see why Tempest would need more than AJ and Rarity (bickering hilariously during the entire fight, I’m sure) to deal with her, which would leave Fluttershy to help evacuate, Pinkie and some fan-favorite supporting cast members (name somepony you like, I vote for Petunia Paleo the adorable digging filly) to keep the big guys busy, and this leaves the princesses, any pegasus who feels up to it, and Starlight if she can be there, to go after the blimps. And they’re lucky they got there when they did, another few weeks and they’d have had the Pillars to contend with too.
 
After that, Tempest gets to turn good early when Twilight listens to her rantings, realizes her boss hasn’t been treating her so well, and presents her with a better option. From there, the rest of the movie could be a journey to find and confront the Storm King, pursued by what’s left of his brute squad and a far more dangerous and unnerving version of Grubber (one change for the darker: he still loves to eat, but his menu now includes things that are still moving).

Not a good images. But it is entirely more realistic than the movie. Luna and Celestia working together are a force. Cadance has godfly defense magic. Twilight can out-magic them all. Starlight can surpass even that. Discord is just brokenly powerful. Tempest was outgunned so badly it’s unreal. The royal guard and the wonderbolts could’ve handled the minions. And the rest of the mane 6 would hold their own too.
 
Oh wait the movie actually goes back on itself and shows this at the end. They start with a fight and lose, but then end with a fight and win. With no sensible reason why the change.

Perhaps Discord considers himself semi retired and only does stuff when it is passed the “only Discord can do this” threshold, or the “People gonna die” threshold?

Usually? He’d help the villian enslave everyone, have a change of heart and then get his magic stolen.

I’d discord was involved in the film, I’d say that he wouldn’t finish the fight this quickly
 
In my personal opinion, he would just help the girls, sit back and enjoy the fight
