Yikes!

Uncanny Valley has been reached

I like the shading on the hoodie and the detail on the hair. There’s quite a few problems with the rest though.  
The eyes aren’t aligned and their color is kind of unfortunate - they look irritated in the thumbnail.  
The face could use extra definition and the neck badly needs it - there should be lumps, ridges and bones. Without them it looks swollen. I suggest studying a bit of Bridgeman.  
I wish more decent painters could also draw well (and vice versa). Unless the sketch is well constructed you’re just guessing what needs to be done.

The quality’s there, but her face is just right in Uncanny Valley.

I am sorry but she looks like Bobby from King of the Hill
