Those are more ways blue shows its intellectualism I think. It is very Blue-Black though. Maybe she’s more R(b/u)? That would fit in mechanically with her activation cost too, but that’s more a nice bonus I think.

Rapid Reflexes: Like I said, you could up the cost and add hexproof, representing dodging enemy spells.
 
Telepathic Probe: Then wouldn’t she gain the same info from both of them? Guess that’s the whole “flavor vs mechanics” thing again.

Juniper definitely subscribes to blue’s belief that anyone can become anything given the right opportunity, but I’ll admit that it’s a tenuous connection.
 
Rapid Reflexes: The problem there is that then it’s literally Djeru’s Resolve without cycling. Finding unutilized design space can be one of the trickier parts of these blogs.
 
Telepathic Probe: Sunset does have two hands. :P

Well, the mechanics fit the character and are definitely Blue, but Juniper as a character doesn’t feel Blue at all. The old “flavor vs mechanics” problem I suppose.
 
Regarding everything else:
 
Rapid Reflexes: Given the flavor, wouldn’t “prevent all damage that creature would take this turn” fit better? Maybe throw in Hexproof too, although you’d probably have to up the cost then too.
 
Telepathic Probe: Can’t you Fateseal a different opponent than the one whose hand you look at? Maybe change it to “Look at target opponent’s hand, then Fateseal 1 that opponent.”
 
Starlight’s Logic, Addictive Power, Rogue Magic: Perfect marriages of flavor and function, although I don’t think they’d ever publish Rogue Magic, given how often free spells have gone wrong, especially given that one player could get a one-drop and the other could get Emrakul.
 
Resonance Cascade: Given the name, I expected this one to have Cascade.
 
Twinstar Journal: Great name and flavor text.
 
On a non-card related note: “The narrative structure of the specials is very interesting. Rather than a three-act structure, the first two act as independent prerequisites of the third. I’ve almost never seen this before.” Yeah, the only things vaguely similar I’m familiar with are how Marvel set up the Avengers through a bunch of mostly stand-alone movies and the Nolan Batman trilogy, but neither of those are perfect fits.
