If they include/exclude cutie marks by scene number then there could have been some scene reshuffling. Maybe the cold open was originally the CMC statue scene, but they were switched in storyboard editing. That sort of stuff happens. It’s why the IDW comic has so many problems AFAIK. If you ask me, the scenes could probably be swapped chronologically, but it’s better in the final version.
There were some animation errors in this episode. Obviously in the picture it’s recent as Sweetie Belle has her cutie mark, but then at several points in the episode (Like in the beginning with the chiseler pony) you can see that their Cutie Marks disappear in some shots. So I reckon it just comes down to animation errors.
The animators were likely told she has a cutie mark at all times, so they probably misunderstood. I’d say it’s like in Every Little Thing She Does. There’s even a poem about that sort of thing: I hate this damn computer. I wish that we could sell it. It won’t do what I want it to. Only what I tell it.
