It’s a little of both. There was nothing malicious about what she did this time. She IS getting better. But to think that what she did was a good idea in the first place, she does still have a long ways to go.

The comic is being sarcastic, genius.
A 0.5/10 is still better then a 0.1/10, but that isn’t cause for hope when its over an extended period of time. If anything, it makes her seem MORE hopeless, as in she’ll be 60 years old by the time she gets some “amending fences” type clarity about empathy.
And she had Applejack vote for Clinton.
