Pennsylvania’s pretty bad about it too, or it was while I was up there. State stores for wine & liquor, licensed distributors for beer. There’s been some movement in recent years–they just passed a law allowing grocery stores and convenience stores to sell small quantities of wine and beer–but even that’s still limited by the licensing laws.

Different states have different laws about what kinds of alcohol can be sold and where it can be sold, stuff like that. Utah just happens to be one of the worst…or at least one of the most highly and strictly regulated. For example: anything above 3.2% ABV can only be sold at state-owned liquor stores.
