It reminds me more of Lenin and Stalin statues being taken down on Eastern Europe after the Communist regimes fell.
I’d think he’d care more about money, and I don’t think anyone would buy a stunt like that,
But I”d hardly think he would sell it to the Flim Flam Brothers. He wouldn’t want to give them the satisfaction. Now ordering the statue to be taken down as a PR stunt to show thar he was “sorry” and “humble”, that I would believe.
He likely knew he could no longer attract customers while he was still running the place and decided to cut his losses and sell it.

Also why did he lost his casino? He basically the city and was swiming in bits. Sure the artists probably no longer want to work for him and the customers became angry, too. But he wouldn’t instantly loses everything.

I don’t think he’s that unlikely to apologize. There’s no way in hell he’d mean it, obviously, but I can certainly imagine him pretending to be sorry for the sake of damage control.
