Dragons most likely have breast, at least in this world. Since Spike was able to eat a ton of ice cream he must be able to process milk, something only animals that nurse their young can do.

Dragons are notorious for hording things other people like. They hear people love gold, they hoard away gold. They hear people love princess, bam, they’ve kidnapped a Princess. They hear people love pony plots, there’s a dragon stealing pretty ponies for their flanks. They hear people love female with big breast and thus they want them as. And it is only fitting that the DRAGONLORD has what all dragons currently want.
 
They don’t need to understand why breast are important or why people love them so much. Knowing that others want them is enough for them!

Reptiles don’t nurse their babies. They lay eggs and then the feed them with hunted food. Only mammals feed their children milk.

There is a race in D&D called the Dragonborn, which are humanoid dragons (and unrelated to “Dragonborn” of Skyrim fame, which came much later.) They have breasts. WotC solved all potential art debates by having their official art show breasts.
