That is Scoolatoo’s outfit for the Apple Bloomers universe. That outfit (with the trademark apple-on-a-branch-in-a-backpack) only appears there… unless you remove the tag from what is clearly Apple Bloomers pics, making a circular argument.
 
That outfit does not make sense outside of Apple Bloomers (where Scootaloo has earth-based powers, Apple Bloom has magic, and Sweetie Belle has weather-control, shifting the powers of their races).

If you can honestly look at this picture and say “That is just Scootaloo in some weird outfit and with an apple branch sticking from her backback. It’s got nothing to do with that other picture.” then… I have no words.

That’s really not an equal argument at all. Rarity only wore that outfit in the other timeline. This choice of wardrobe for Scootaloo could easily be used for things other than Apple Bloomers. The only reason something would have the apple bloomers tag is if Apple Bloom was featured wearing the costume. Otherwise, all it is is your own interpretation.

I mean, I don’t want trouble with a mod, but it’s so obvious here I feel like I’m being trolled. I’m really, really confused how this is even a debatable point.

It’s probably there for him to rest the handles of a wheelbarrow shaped cart. This would save him bending down and would stop the cargo falling out of a single axel cart if/when he’d let go.

Does it really tho? The belly is soft and filled with mushy organs. A harness would likely be more comfortable higher on the chest. Not to mention it would allow you to put more of your weight behind the pushing.

I like that the yoke’s on his waist rather than his shoulders. Makes more sense that way if he’s on two legs.
