Larson didn’t write this episode. The scepter was thrown in by a layout artist or animator.
The best part is that it’s just an animation nod to the fanbase and how we always find/point out the tiny stuff.

I’m glad I don’t live in your fantasy world. Here in reality we only had to put up with it twice. The second time only being a blink-and-miss-it amount of time onscreen.
I’m 90% certain that all of its appearances are purely down to the animators, and weren’t in the actual script at any point.
