Criticism’s fun, and that’s why I’m going to criticize your criticism on expecting both the show and this comic to conform to too many completely unfounded assumptions. And this isn’t even a defense of the source material, since you’re drawing these assumptions from the gaping vacuum of any kind of consistency or predictability of the writing as authored by someone who’s dead.
 
And I’d point them out, but… the other commenters already have. Except on the point that you’re assuming that he’s draining magic from things close to him, as opposed to in general.
 
(On a random note, magic, in fiction, tends to be something of an anti~~entropy ~~ freezing, freely reordering, defying conservation. Kind of goes along well with being “life force”.  
Doesn’t really solve the problems here, since its properties would then still be derivable as in some way “opposite” of normal thermodynamic laws, but fun observation.)
 
Anyways, final thing:  
This is a decently-drawn but poorly-written comic that employs fake drama founded on faulty logic as a transparent excuse to make a human fuck horses.  
What is “genuine” drama? What faults are in what logic? (Please don’t use the word “logic”. Most people can’t.) And by what measure are we determining the quality of writing? It seems to be satisfying its purpose quite well (providing momentary, character-interaction-sourced amusement to an audience of horselovers.)  
I mean, it’s cheap writing, to be sure. I’d say the humor is rote and predictable. There doesn’t seem to be much profound meaning or message to it. I doubt we’re going to discover any intricate, geniusly woven emergent narrative in it after the fact.
 
But your judgment just seems to be “I don’t like it and it doesn’t fit my headcanon; it’s bad.”

I think he keeps shifting between looking like One Punch Man, Agent 47, Dr. Manhattan, Lex Luthor, and Tabuu. Seems to depend on the frame.

Nope. As Pencils confirmed earlier in the comments, increasing his magical efforts only increases how rapidly he absorbs magic; Utilizing it doesn’t use up what he has absorbed, it just causes him to channel even more.

Hmm… If he were a Tenno with Energy based Powers, he just might be able to work it off by spamming energy demanding abilities or Powers that drain energy over time. (E.g. Excalibur’s Exilated Blade, Atlas’ Petrify, Chroma’s Spectral Scream/Effigy, etc.)
 
However, since he’s like Saitama, he might have to work it off.
