Late to respond to a comment and everything, but it actually fits in with Koishi’s backstory. You’ll notice the girl on the left, Satori, who is Koishi’s sister, has her eye open (as well as on her Cutie Mark). Koishi had a similar open third eye but grew lonely because she could read the minds of others with her third eye and felt all the hate they had for her, and so she closed her third eye, and the broken horn is a fitting continuation of that choice of hers to forgo her abilities.
