Howcome "Sea Swirl" and "Seafoam" imply each other?

Since they’re the same character, shouldn’t one be an alias of the other?

When more than one name for a character are very popular, or if an official name is much less popular than a fan name, they’ll be set up to mutually imply so as to not show a preference for one name over the other.
