This has been debated in other (tiny) threads, but it’s something I think needs to be done becuause it’s coming up in lots of tiny threads, over and over:
 
There should be a change to tagging policy to specifically state that users generally are not allowed to remove tags placed by other users. The following would be exceptions:  
  1. Removal of an inappropriate mandatory system tag; e.g., removing “safe” from a picture of rule 63 Scootaloo sporting a large erection.  
  2. Mods may always remove tags.  
  3. OP may remove tags that he/she disagrees with on his/her own images; e.g., removing “foalcon” from a picture that’s supposed to be a grown-up Scootaloo sleeping with Rainbow Dash.  
  4. Helpful corrections; e.g., removing factually incorrect tags like a scene from s4e02 that was mistakenly tagged s4e01; or removing “tiwlight sparkle” to replace it with “twilight sparkle.”  
  5. Removing tags that are unambiguously abusive; e.g., removing “n(word)” from images of one of the characters humanized as a black person, or “op should die in a fire” from images. If replaced however, the subsequent removal should be left up to a mod.
     
    Otherwise, if somepony added a tag, it’s because that somepony thought the tag was useful to find, to categorize, or to filter/spoiler an image. That’s the purpose of tags: to let people find, or hide, images they do or don’t want to see, respectively.
     
    Deleting tags that somepony clearly was using is not only rude to that one person, it also breaks multiple peoples’ search/filter algorithm. And it’s generally not necessary; even if they used what you think is the wrong tag (e.g., they tagged “grand galloping gala” instead of your preferred tag of “best night ever”), you can simply add what you think is the right tag and make your preferred search/filter strategy work just fine, without removing someone else’s tags.

Very nice. But there are also users who will add random inappropriate tags to random images. jontron thread is one infamous example. Although that one kinda falls in the fifth category imo anyway.
 
Add to that that some of the userbase just doesn’t read. They don’t bother to look at who uploaded (and thus, intitially tagged) a pic in the case of artist’s own uploads. Or look at source description. Or check the Tag Changes before they start mucking around with tags. Or read comments etc.
 
For the rest I agree with pretty much everything you just said. One thing that could also be added is that users should not be allowed to readd tags that were earlier removed by a mod.

We used to have a big “X tag was added by a moderator” list thing whenever someone opened the edit tags thing. Sadly did nothing at all.
 
We could likely readd it with a small blurb about not removing factually correct tags and whatnot, I imagine (as well as putting something about this in the rules/tagging guidelines).

Take away the ability to remove tags altogether, except for mods and OP? The exceptions are meant to be exceptions, not the rule. Losing the ability to fix a typo, when the right tag can still be added, isn’t a major loss from the concept.

That seems kind of extremist.
 
Mostly I’m seeing people adding bullshit tags and them going unchecked. Mods have lives, so we can’t check every tag on every image every day, or every upload and tag addition. And we can’t rely on the entire userbase to catch these things, either.
 
Plus the report queue would explode.
