Nothing can outrun a black hole, it’s black because even light cannot escape it, however if something was just outside the event horizon, it could, in theory, out run the black hole.
Rainbow might be able to stay close by the event horizon and hover there or fly away, using the sonic rainboom as a guide, she must come close to the speed of light for her mane to either refract(split into a rainbow) or reflect the light(rainbow mane makes a rainbow trail).
I’m not sure about sonic, I don’t know much of the lore or games.
