Alternatively, his role could be team mascot.
Spike’s supposed role in both Ponyville and The Crystal Empire could be something like a symbol, kind of like Batman or Obama (whose policies have been criticized by his own damn party, so, that don’t make him successful as a president, but a symbol because he’s black.)

Well, if you look in the bottom panel, they are using the regular Spyro design there.
If it was the regular Spyro design, people would complain that Palcomix would “have no right using something so awesome”.
