Although the artist said that she merely imitated the artwork of the pokemon trainers/champions, there are quite a bit of similarities between a lot of the canon characters. Someone thought that Luna resembled Silver.
I’m guessing either Lance or Blue, and there’s always the possibility she’s not based on any one champion but I swear I’ve seen that specific pose before…
