The pic has the lesbian tag because someone interpreted it as a shipping (because of the name of it)  
But the picture can be shipping or not because it leaves open if they are in love or not. And it isn’t uploadet to be an explicit shipping picture, the artist always says “I don’t have many pictures that are clearly shipping, if you don’t like the pairing then it isnt shipping.”
 
I say it can have the lesbian tag but doesn’t need it.

you don’t need to give any, this picture has the lesbian tag because the author gave it the Flutterdash tag which technically means the picture has both characters doing something really close a tag of that nature does not necessarily mean to be a relationship tag though it serves as a good tag for one, I simply stated that this picture is relative. The ponies hug a bunch of times in the show as friends and their aren’t any hearts or other visual expressions of love so you could understand how someone could form their own understanding of the picture contrary to what is given. This pic can have the lesbian tag but it is a poor example of specific sexual activity.And as such trying to define it with the specific terms for lesbian is kind of irrelevant.

Now I’ve said this before and I’ll say it again: Just because two ponies are hugging each other DOES NOT mean they are lesbian, unless the artist says so. And before anyone else jumps to conclusions and judges homosexual shippers, let me tell you this: The real reason this image is tagged “lesbian” is NOT because they are hugging. It is because the artist titled it “FlutterDash” on DA and also because he loves that pairing. And, by derpibooru’s automatic tagging system, since this image is tagged “flutterdash,” it is automatically tagged “lesbian.” That is something the mods of this site set by default, not the uploader. Is that clear now? Now don’t make me have to explain this again.
