If you’ll notice, most of the images with that tag were created with the sole purpose of intentionally harvesting downvotes and needlessly stirring up drama. They are of little to no artistic value. There’s a name for that, you know. It’s called trolling and more or less violates the rules to begin with, so we’re just fine with them being tagged properly.
 
The ‘hive mind’ you speak of are the decent folk who know that such duckery deserves to be called out and thank Celestia that they are the majority here and not the other way around.

Many individuals don’t like an artist, and each person decides to downvote that artist. There is no “collective” that commands everyone what to do.
 
“Good artwork” is highly subjective.
 
It more than likely means that the artist isn’t actually very good, people don’t like the content, and/or don’t like the way the content is portrayed. Thus, downvotes.

“OP is a duck” is really rather stupid. “OP is a fag” is only marginally funny due to the shock value of using such an insult, but “OP is a duck” lacks even that. When combined with its use as a tag, it serves as little more than a way for the hive mind to impose their disapproval upon certain images/users. What’s even worse is that the admins have embraced it whole-heartedly, despite it violating rules and tagging guidelines.
