Yeah, except for the dragon has scales and therefore would belong to the order Squamata were he a species on Earth, and in fact would probably belong to an order/species all of their own. And even if he were a part of a species that is known for having a cloaca, most species have some sort of external mechanism for procreation.
 
And please, Rarara is a huge cougar and friends with the most politically powerful ponies in Equestria. She could get the dragon if she wanted to, but enjoys dragging him along like this.
