Never even thought that far into it (since i’m part of that aversive crowd, I am not a total germaphobe but can’t help imagining all the things the barefoot people have stepped in and then I try to wrap the fetish around that and go aaaugh) but yeah, never even thought of the shoe angle. On that note, yeah, I’ve met 4 germaphobes who were into it, two were adamant their mate must be as obsessive as them (multiple washes to cleanse dead skin before getting down to business), one simply had a mental disconnect in his OCD about it (kind of a dissonance thing, not sure if that’s entirely healthy or not to be turning it off and on like a switch for something so integral in your personality) and the last one viewed it kind of like a double-kink, as a dirty foot would be him ‘breaking his own rules’ which would normally drown him in shame and disgust. Like if he washed his hands in the restroom and then turned the handle with his bare hands, he would be all “omg how did I do that WHYHAVEIDONETHIS NOW I MUST RINSE THEM AGAIN” but when it came to his foot fetish it made him more excitable to know how badly he was breaking his mental ‘rules’

Excellent points, especially since you are now factoring in societal customs (Manicures/heels), the actual workplace (environment) and genetics.
 
So Ill try to answer some of them;  
An office girl would likely have nice feet, except due to societal norms most have to wear high-heels, or low ones.  

 
These shoes force the woman’s foot to move into what is known as a digitigrade shape over the plantigrade shape. This means that all the force from walking (falling forward) is focused onto two points; the heel and the toes/sole.
 
This leads to a few problems such as Hammertoe (the pinkie toe looks claw like), bunions (bony growths on the outer edge of the foot that force the feet to point inwards) and haglund’s deformity (where the strap meets the heel, causes another bony growth)
 
So long as the girl wears flats (Thank goodness it’s more popular now) or low heel shoes, they should be fine in the office or any other workplace.
 
And really it mostly depends on the environment the woman is in, and how self-conscious she is of her own body. Even women who have to perform heavy labor can still have nice feet (But those who lift heavy objects tend to have flat arches), so long as they are self conscious enough to tend to them.
 
As to a girl who goes to a manicure salon to make their feet ‘pretty’ is only applying the equivalent of make-up to their peds. Sure she can add french tips, get rid of corned skin, and maybe soften it up, but she can’t change their size, shape, and bone-structure.
 
So just like you can tell whether some Boobies are fake (Implants, or cups), I can tell whether a foot is simply trying too hard to look nice.

@Background Pony #1476 Well, the thing is that there’s a lot of ‘ew’ things about feet to both phobes and the average mundane (especially if their family has a history of gnarly, nasty looking feet), as well as being something seen nearly everywhere, so it always seemed like there were many factors working against it, but at the same time the internet was bulging with foot fetishers. Had no idea there might actually be a psycho-scientifical explanation for such a thing. And look at the other things nearby! Not everyone stares at tank tops for the boobies it seems. And there’s also the appeal of vampirism (or one major factor in at least) right there too.
 
Though your conclusion seemed kind of odd, since it seems more likely those who work a lot would have the messed up feet, unless you specify say, an urban area. It seems like people with ‘lazy’ office jobs would have the better extremities, as they are not used as much and they would have more free time post-work for going to manicurists. Maybe that could just be in the areas I’ve been though.

You might consider it ugly, but I consider it an indication of beauty.
 
I would explain it, as my primitive self looking at a potential partner (Inb4 yes I know these are humanized ponE feet) and analyzing their fitness.
 
If a girl has well shaped, nicely proportioned feet, it means that she grew up healthy, takes good care of herself, and is able to Move without assistance.
 
Conversely, a girl who has Malformed toes, unkempt nails/soles, or any other deformations; that is an indication of a less fit person.
 
Besides there is a part of your brain called the somatosensory cortex;  

 
Note how close the region that controls genitalia is close to the same ones that control feet, legs and toes.
 
This is the most logical reason to have a foot fetish; a minor rewiring crosses these two regions, and whenever you see feet/toes/legs of the orientation you prefer, you get aroused, or express an interest in them more than seeing the regular gonad of said orientation.
