Even undercover agents of the inqusition have Inquisitorial rosette. BUT, Twilight here in her formal work uniform have none.
She’s OBVIOUSLY working undercover. If you strip away the Inquisitorial seals, why, she looks like a normal civilian in the 40k universe!
Heresy?
Not even one Inquisition insignia, someone is a very low level inquisitorial aide. It is possible that there are inquisitors who are not festooned with the “I”con but that’s a quick way to get shipped back to inquisition kindergarten.
