Whether or not you give the characters a reason beyond “Because its a fetish”, it doesn’t change the fact that characters (aside from little foals) wearing diapers is considered fetish material and should be appropriately tagged as such.
 
Ponies of the CMC’s age are sort of a grey area, but out of consideration for those who would rather not see it (and I’m sure you’d rather they not come in here throwing a fit, downvoting it to hell and so on) just tag it “diaper fetish” and move on.
 
This picture, though, it can get away with it because its very easy to read this as it being an infant Scootaloo rather than CMC aged Scootaloo.
