To me they both look beautiful as ever!

We do know that later on in the story after Pip get an upgrade, her new armour does cover her cutie mark, since she has to remove it to see the laser burn she gets.
Earlier on though I think she just wears the basics, without the extra pants to get in the way. Pip can see Velvet and Calamity’s cutie marks as well.

Personally to me, it makes more sense that ponies in the wasteland would were more cloths, not so much for decency and more for sanitation. Theirs so much pollution and radiation everywhere that having an extra layer between the pony and the environment is a must. Things like insulation from the cold, protection from the rain, and even simple armor from the everything out there would also be a must. Lastly would be the sense of decency, though it would verry from group to group in the wasteland, though I imagine some becoming a bit more self concise about their bodies. Either hiding scars or mutations, or coving up their lack of damage so to not attract unwanted eyes.

Oh, and group affiliation would be a big factor too, where the ponies of one community would where similar clothing to identify who belongs and who dose not.
