Also, I wonder if there are any other versions besides the Russian one where it’s a voiceover translation on top of the English, rather than a full dub

I would guess those flags are just there for easy reference, because if things were going by what country they were recorded in, the English one would have the Canadian flag (since the voice work is done in Toronto), and from what I hear, the LATAM Spanish dub was not done (or at least not done entirely) in Mexico, but I don’t know for sure whether that one’s the case or not.
