Earth pony magic is for growing things from the ground. Sunny and Hitch already proved that, also you’re supposed to have your hooves on the ground for it to work and not in the air, which is why Opaline’s magic failed.

Fun fact: she is calling raccoonicorn a rodent, but raccoons are not rodents, right?
Possibly a reference to how Rocket was called a rodent in Guardians Of The Galaxy.
Nebula called him a fox in Guardians Of The Galaxy Vol. 2 and Thor called him a rabbit in Avengers: Infinity war. In fact, Natasha was the only one to refer to him as a raccoon in Avengers: Endgame (and Barton correctly stated that he’s technically not a raccoon).
